If you watched the 50th Matt Smith clearly stated that Hurt was a doctor more than all the rest. Because he made the decision when there was no better choice, for the sake of the universe.

Ah, but then Moffat spoke in an interview with the BBC and said that people shouldn't class Hurt as a proper Doctor and that we should think of him as the 'War Doctor'. So yes, he was the Doctor, but not an official regeneration in the line of them.
