It's legal to eat horse meat, I should have qualified- like in America we can eat buffalo legally in speciality restaurants- horse meat is legal in Canada. Which I love you guys, yay gay marriage and healthcare- but that still freaks me out.
For human consumption? I worked with a restaurant in March that did game- and they told me horse meat was illegal for human consumption in America, that was the east coast. Did the laws change?
It's perfectly legal to eat it in every state, selling it is a little iffy in a few areas though. Bans and stuff on producing it and selling it eased up a bit a few years ago, according to google
I've eaten horse in Japan once before, a tiny sliver of meat with this dipping sauce. It was like beef, we didn't find out until afterwards that it was horse. It was.. pretty good. Guilty good, if you know what I mean.
Okay, so apparently selling it for human consumption is illegal, but possessing/eating it is fine in every state.
