Yes, but broken pencils can still be used, and when they are it is usually because that pencil is loved or someone is desperate.

The best pencil anyone can be is one with a big eraser. The best pencil must be comfortable with making mistakes, knowing that it is necessary in order to leave behind the best stroke.

There is not a single person who doesn't make any mistakes. Therefore, the second pencil is invalid. So if you make little mistakes here and there, don't sweat it.
