Because time is a circular kind of thing (not to mention wibbly and wobbly), we must pause and look at the day from a linear point of view. Think of the day as a string, with 24 different sections, each a different colour. Let's say the hour between 12 AM (00) and 1 AM (01) is red. Is there anything before the red section? No, because it is at the beginning. Therefore, there cannot be a "time before midnight" if you look at it as starting over each day.
