If that was a actually the thrust of the image it would have just said "never assaulted anyone" and "never committed domestic violence", there would be no reason to include the concept of having been charged.

Having "kids" be capitalized like that makes it look retarded, and having "unknown author" makes it pretty pointless to frame something as generic as this as a quote.
