His real name is Yvgeny Bulgolyubov, and yes his accent is just as Russian. Buff Frog appeared as an antagonist in the first season of the magical-girl inspired show 'Star vs. the Forces of Evil.' During the second season though, he adopts a dozen tiny tadpoles and takes on a more helpful role before finally teaming up with Star (the main heroine) for the last two seasons.
Physically imposing but not the best at strategy (though a lot smart than your average monster) he proved himself to be very loyal and dedicated to whatever cause he's serving. And starting with the second season, he's also shown himself to be a caring and loving parent. (Quite fitting since he seems to be based on a bullfrog, and male bullfrogs do look after their young)
