Not necessarily altruism at work here. In times of crisis, mobs and gangs have a tendency to show up and support their community because it fosters a sense of debt in the community. People are more likely to look the other way on their crimes if they feel like they owe the gangs. It's also been done by the Yakuza supporting their communities after natural disasters like earthquakes and tsunamis.

The problem with dropping hints is that most hints are tailored to the person dropping them. And since our brains all work differently, the intended recipient often doesn't even realize a hint has been dropped. Just be straightforward y'all.

I have this with Skyrim. It's gotten so much that when my friends are having an issue with a quest or a dungeon or deciding what to multi class, they ask me for advice cuz I know most of the game by heart.

It's better that we try and solve the problem than sit idly by and let it continue because it's a "knee jerk reaction". And yeah, maybe most people involved haven't ever been cops, but it doesn't take a professional stonemason to know that you put the brick in the wall, not break it in half and toss it away.
