Because shirt-and-pants is practical. The only reason to wear a dress (or anything else really) is to look a certain way.

This looks like the Watkins Glen gorge in New York State. I've been there and it's fantastic! There are thousands of stairs carved directly into the sides of the rock, you can climb all the way to the beginning of the gorge.
