I think it might be a secretary bird, which can be 1.4 metres (4.5 feet) tall, live in sub-Saharan Africa, and both kill and eat snakes.

In South Australia and Tasmania it is illegal to offer a reward for a lost item "no questions asked," and can attract a $500 fine (in our money, of course).
Additionally, unless it's been repealed this year, in Western Australia it's illegal to own more than 50kg (just over 110lbs) of potatoes.
