I don't think they tried to imply that Tom Hanks was a bad actor. I think the point is that Leo wouldn't win even if he was the only one nominated.

It's a promo for Head and Shoulders. The girl has excessive dandruff and it gets in their food and drinks and... its really gross. Oh and if anyone is wondering what language they're speaking, it's Tagalog (Filipino).
