Homeless kids on the streets of Istanbul collect and sell empty bottles.
The prime minister Erdoghan has repeatedly referred to them as "rats", and sought to stop them from hanging around, bothering tourists for money, and dragging around the large nets they use to collect them (bottles, not tourists).
No practical help has been proferred, but ways such as this circumvent at least half of an entirely different problem, while also feeding with homeless in a bid to stop them from gathering tourist spots, but failing to home them.
Erdoghan is a master at half doing something, like building huge fountains in Ankara, then a drought hits the country and they've lain dormant for the last 10 years.
