Documentaries aren't 'as they happen though'. A lot of it is shot after the fact and the video footage is usually seamed together from different sources.

Even if they're western ideals it's still true that the brain is not fully developed at that age and the thought process is that teens are not able to fully appreciate the consequences of their decisions - not that they can't make them. And the idea in western societies is not that teens aren't able to make the decisions just that they don't fully realize what they're getting into. And with the fact that there is more risks with young pregnancy as oppose to older (and I'm talking like 20s and above as far as older) it's just bolsters the reasoning that young teen women should not be getting pregnant. That's not to say they shouldn't have sex and aren't able to make smart decisions about it.
There's also the fact that someone's who's near 30 has far more life experience than someone who's 15 and the thought is that healthy relationships are more possible through connections in the two people. Connections that are more present and relatable when the person's involved are closer in age.

Well, when you have children too young there could be medical problems. And it is true the brains aren't fully developed as a teen so....that may be biologically wrong. The first one that is. I think the second is society and the value we place on things or how we view it.

It's not always an honest question though. And Lily is referring to when people just assume your angry because you're on your period and it's not because oh, I don't know, they were being a dick. Often times the question is also said condescendingly, diminishing the woman's feelings as petty even when she has been wronged and is rightfully angry. To be asked that simply based on your mood, usually by those people who have irritated you in some way, is extremely irritating and disrespectful. It's not always like this but overwhelmingly yes, it's some stupid assumption people make. And that's what the video this gif set is from is about.
