There are several reasons:
Children with mental health issues, or those not naturally gifted with social skills, or have some sort of attention span limitation are consistently placed on bad colors. They do not learn how to control their behavior-it is just tracked and stress kids out.
This leas to a some children being considered the "bad kids" in the class and not only do they not learn anything from this system, as a more individualized approach is needed, but they also are publicly humiliated on a regular basis. Their short comings are displayed to the world an they may not have the tools to fix their behavior
Young children are highly susceptible to criticism an this system punishes an does not reinforce good behavior. Instead we should look towards talking with students privately, talking with parents, using positive discipline, building a culture of community and using a social skills/behavior curriculum-all of which are supported by child mental health professionals.

1) it does not appear that Clinton violated any laws. 2) GWBush did the same thing (millions of emails "erased" that were kept on RNC servers) 3)Karl Rove also lost years of emails kept on private databases.
