It had already sunk. Like @eaweber said, the water isn't deep enough for it to fully sink, so it stopped there. There was no emergency at the point this photo was taken.

Colorblind is actually a wrong term for most. Most colorblind people are «color weak» and just see color differently than the rest. Only a few are actually colorblind and see black and white. If you’re one of them, congrats.
