Because there are so few people there and they pretty much all get education, they have the highest percentage of people with education making them the highest educated continent (assuming this is based on high school education)

It all just depends on where your government chooses to spend those tax dollars. You need a good government with a good budget and good long term plans for the future

For the medical and housing ones, you do have to take into account that the standards have raised a lot since then and you are paying for this higher quality. You also need to take inflation into account
