Because it is a sign of a good mating partner. It's biology. Boobs are attractive to men for the same reason broad shoulders are attactive to women. Men like wider hips on a woman because of the same reason. And women like men with a strong jawline. We are designed by evolution to seek these (and other) traits out in our partners.

It's evolution. Nice breasts mean the same thing as wider hips. Ideal for birthing and mothering. The same reason women like broad shoulder on a man.
