And when it gets funded, it would be handed off to EA or some shit and it would be rushed and awful.
Even if some indie developers took it over, it's just too monumental a task. You're asking for essentially the whole world as the game world. Yeah, that'll cost more than fucking Star Citizen, trust me, and that game has $113 million dollars in funding.
As dope as this would be, it's not possible. Period.
