I live inland in Sweden and generally see them once or twice per winter, usually in late January when the Arctic air sweeps down over us. Never as much as in this photo, mostly just a cloud. Since we are at least 2 cloud freaks on FS I will see if I can get a pic next time!

It does seem a bit haphazard. But I will admit that living in Sweden has increased my respect for colorful buildings. The winters are dark and (at least used to be) snowy. Everything is black, white and grey for so long that you get starved for color. I can imagine that in the snow these buildings look cheerful.
