Earlier yes, but the Clovis point makers were by no means the first in North America. There seem to have been multiple immigration waves along the west coast (Paisley Cave, Spirit Cave, Santa Rosa Island) and at least one from the east perhaps as early as 22k years ago (Meadowcroft Rockshelter, Cactus Hill, Page-Ladson). Remains are scarce and politically charged, but at least the copralites (aka turds) from Paisley Cave are from a group genetically distinct from those who made Clovis points. I can post sources but I'm tired. I wrote an essay on this topic last autumn (got an A), can make it available if anyone is interested.
