Two kinds of people

There is no way a typical law abiding citizen with a gun could stop large scale massacres. There is no way someone could react fast enough to a developing situation. They would have to act first which would increase likelihood of incorrect targeting or missing the person altogether. Hardened criminals will always have ways of getting guns, but stricter laws could prevent people with serious mental health issues from causing harm. Making it harder to obtain guns will cut down on crime cause someone can't go out and buy a gun completely legally and then decide later to rob someone and now they happen to have a gun to do it
