The result was the government being a moral busy body who hated the fact they couldn't tax shit and figured the best way was to apply overwhelming punitive force to the problem, only to never admit it may have fucked up way more than it actually helped in the long run. Yeah, coke addicts that break into houses and rob stores to get their fix ain't a healthy section of the populace, but they are now way outnumbered by people who didn't do anything other than (maybe) have drugs on them and live practically ostracized from their countrymen.
