Sweden is a very safe country, there is always plenty of police around if something happens and the cities are so small that it's easy for the cops to get everywhere fast. They definitely have the time to talk to those children, since their job is to make sure everyone feels safe, and if that means talking to a little kid to ensure they aren't scared when they see a police officer, that's what they do.

Swedish cops are the kind of people that wave to little children on the streets and can take 15, 20 minutes out of their patrol time to talk to a child who is frightened of them. I once saw a couple of officers showing a group of little kids what functions everything on their uniforms had.

I've worked a little in the film industry, and there is so horribly much work done that never gets credited. Everyone works long, hard days doing a million different things, and only a few of those are ever visible to the public in the end.
