That may be true but you got to keep in mind that they were "foriegn" tourists and may have not been able to understand what they said.

But then you here about two foriegn tourists who saw a suffering animal and didn't do anything about it and everybody still goes crazy. Don't get mad at someone just because they thought they were doing the right thing. Everybody makes mistakes.
