If that were the case, they wouldn't be able to walk until they were around a year old. You can't have one part of the body mature at one rate, while another part matures at a different rate-- mythological or not, biology doesn't work that way.

If juvenile centaurs can stand up, walk, and run at the stage of development shown, there is absolutely no reason that they shouldn't be able to hold up their heads. Colts become mobile soon after birth due to the high rate of axon myelination in their brains. Human babies can't lift their heads because of the inverse-- human axons myelinate very slowly, over a long period of time. (The process isn't actually finished until the human reaches their early twenties.) So, logically, if a centaur's axons myelinate quickly enough for them to stand at the stage shown, then it means their human halves would also have fairly good motor skills just about from the get go.
If you want to take this even further, it follows logically that centaurs become mentally mature earlier than humans do. Their brains would be fully developed by the time they were 3 or 4 (if not before.)

I think you'll like it. (And that's merely an OVA. The series itself is even darker, stranger, funnier, madder, and more brilliant.)

Ah, but to reach that point and properly appreciate it, you must watch the first series. I will, however, give you a small taste of background.
The young Earl Phantomhive, as it is his duty as a nobleman to use his wealth for the good of the people, has organized a charity play, in which a famous theatre troup will perform 'Hamlet' for a group of orphans. Due to unforeseen circumstances, the troup is unable to make the performance, and rather than disappoint the children, the Earl and assorted other characters take it upon themselves to stage the play.
Suffice it to say, many things go disastrously wrong... But the children enjoy themselves greatly. However, amongst the gaiety, several haunting parallels are drawn from the young lord to the character he plays... But these can only be appreciated by watching the series.

You see, Black Butler (aka Kuroshitsuji) is an anime which involves a young, arrogant aristocrat in Victorian England, who has a terrible past and a demon for a Butler. Many strange personages appear throughout the young Earl's story, including one Grell Sutcliffe, a shinigami of dubious gender and incredibly flamboyant tendencies. At one point, in an OVA, Grell plays an overenthusiastic Ophelia...
But I must say no more.
