That's way I park my one ton outside, and thankfully most of the shops local to me have bigger parking spots at the back of the lots for larger vehicles like tractors and long haul trucks. I guess most rural states do that since I've seen that in Maryland recently, along with amish buggy parking to.

Its very possible, you just have to be skilled enough and actually care about parking properly. Of course I've seen quite a few people driving trucks like that but in reality could do without since they have no practical use for the vehicle (don't haul anything but groceries, or are just flashy show trucks)

From a legal standpoint the fire chief cannot approach the woman's house at all even if it's on fire, also it looks like the house in the picture was already a total loss anyway and not worth risking a human life to save something that would likely have to be razed and rebuilt anyway. I don't know about where you live but my local fire department is a very small one and if the building is too badly engulfed they will let it burn and do what they can to keep the fire from spreading to other areas since a house fire can very quickly become a wild fire and destroy a lot of acreage. Bottom line is a house and belongings can be replaced a life cannot.
