Every job I've gotten (save for my current one since, well I'm the boss and only employee) I've had to take at least one pre-hire drug test (two in one case since the results were screwed by a medicine I was on at the time but my doctor cleared that up) and one job was a yearly and randomly type setup since I was operating construction equipment.

They have to be built to some pretty exact specifications and the machines used to mill the metal are huge so it would be impractical and actually more difficult to on-site build them and that's not even getting into the energy demands of the equipment.
