1. There's often grandfathered exceptions. There's still restaurants that you can smoke in because they existed before the no-smoking policies were implemented.

2. If the law violates human rights you're neither supposed to bring them, nor follow them. If tomorrow the Canadian government legislates that all babies be tested for autism and, if found to have it, all medical facilities be required to abort said babies.... You just... don't do that. Meaning it could potentially be effectively used to treat covid -- they don't know. But it's more than a deworming medication for horses - MUCH more.
