I'm not sure why the Scottish tone being used for dwarves is implied to be a bad thing in the first place, but it always worked for me since the Scots were known to be fearsome warriors [to the point some think that's where a lot of the fear and superstition around redheads originated from] and very hardy salt-of-the-earth people

Halflings I don't have much opinion on. They're meant to be simplefolk, who enjoy the simple pleasures in life. I could see them having accents Irish, Scottish, British, Welsh, even some sorts of American on occasion. Blame Tolkien/Peter Jackson if you wanna
