Commas were used instead of decimal points in the past particularly within the Arab mathematical community during the middle ages and continue to be used by some European countries today. So my answer above actually reads like this 13.7+15.1+1 = 30.
The more simple answer to can you solve this using blah blah blah is no. Without getting creative using different bases or fractionals it's not possible for any combination of odd numbers to add up to and even one. It's a riddle that asks can it be solved within certain guidelines. Simple answer is no.
