When tobacco is inhaled nicotine causes the lung's alveoli to constrict, trapping the smoke and in turn the resin. When marijuana is inhaled CBD relaxes the alveoli allowing the smoke to flow in and out with less resin left behind. This relaxation may also induce coughing as the lungs attempt to expel the remaining resin.

The bigger danger is long term effects on a developing brain. Grown adults can use it all they like, but for kids it can be as bad or worse than alcohol in the long run. Well, getting high on it anyway.
