the 19% is the normal tax rate. The luxury tax would be the good old "schaumweinsteuer" introduced 1902 (and still kicking) to support the imperial german navy

"luxury" items are also toothbrushes, baby food and medicine. 7% are normaly for staple foods like flour, pasta and milk. But there are also some funny lets call it exceptions like treats for dogs are taxed with 7% but cookies with 19%.
