The quagga is actually not extinct, only extremely rare. Since it is a cross from a donkey and zebra, it is only seen once in maybe twenty years, so to see one in the wild is probably more rare than this photo.
You can't mix two different species and breed them to produce another separate breed in that way (as in, it would create new breed, but it would be a cross-breed, not an already existing breed). I believe they're cloning from preserved Quagga DNA samples.
Fun fact: The Parisians used to hate the Eiffel Tower and it would have been destroyed if they hadn't found a good use for it - they put a radio antenna on top of it.
