One time, our teacher didn't hire a sub (we had a really bad teacher). So, we actually were allowed to leave, but the catch is, you can only leave the *class*. You can't leave school grounds.
True story: my science teacher showed up 20 minutes into class and asked why we hadn't went to lunch. He then left and told said "as far as I'm concerned, I taught a full lesson and had perfect attendance."
This rule as just as real as the "dude if I ask if you are a cop, you totally have to tell me the truth that you are a cop if you really are one."
Some schools may have a policy on it, but honestly it doesn't even matter for any school.
In high school, you aren't supposed to be randomly leaving the campus, and the admins would probably all be getting in trouble if people found out they let an entire classroom just leave.
In college, which is where you hear about the rule the most, you are PAYING TO LEARN. If your teacher doesn't show up, you should be MAD that you are paying them for something and they aren't showing up, not glad that you don't have to sit in class today.

I never said I was happy about it. It sucks to commute out to campus only to wait around for half an hour for a cancelled class.

Except the fact that in my school if we enter a class without a teacher in it we can be expelled.
One time in my school, we waited for about 15 minutes for a teacher to show up to a block class, we were supposed to have a sub but she never showed so we all just went in and did our work nice and quietly until half the block passed( except we got our phones out ) then another teacher came in and thought our sub left during the passing period.
this is true in my university but if the teacher shows up after 15 mins. then we're doomed coz they'll have checking of attendance and it'll turn out, we're the ones absent that day o.O
