There is a homeless man who walks around near the bar I work at and he never ever asks for money. So I offer it to him.

Sorry for sounding selfish but, we know there's poor/homeless people. What are we suppose to do? Help a random stranger? Take them into our homes? No! Too much danger and it's only temporary help. Those should be left to churches and groups form for that purpose. Do not assume all people that are not helping poor people ignorant.

I worry that I'm giving them my money just so they can buy more cigarettes, even though i know there are many homeless people who would use the money people give them wisely

We once had a representative from a homeless charity come and speak to us, and his advice was definitely to NOT give them money (as they would most likely spend it unwisely, such as to continue substance abuse, etc.). Instead, he offered the alternative of using the money you would've given them to buy them a sandwich or muffin instead, and/or a cold drink (never a hot one, like a coffee or tea, in case the homeless in question is unpredictable and throws it back at you).

If you want to help, fill up a zip-lock bag with things like a toothbrush and toothpaste, a bar of soap, deodorant, food items, and the like. Keep a few in your car and pass them out instead of handing them your dollars.
