I don't think that's the case here, but just because a person is in a wheelchair doesn't mean that they are completely unable to use their legs. You could stand or even walk for a little while. I know a little boy with an illness, and he uses a wheelchair for about half the time, the other half he walks.

Exactly. Some people are able to stand for only short periods of time, so they have to use a wheelchair. Not everyone in wheelchairs are automatically completely unable to walk.
