They could use the locks to make a new sculpture. Like fuse them together or something. It's a shame to see all of those to go to waste and all the people who put them on there must be real upset.
I did a bit of homework, and it would seem that the situation is actually pretty serious. It was a 2.4 meter (7 1/2 foot) section of the railing that finally collapsed under the weight of the locks, quite possibly weighing 1000 or more pounds.

Keep in mind that this is only a foot bridge and was designed as such. It is conceivable that there are several tens of thousand pounds of locks on thay bridge. A weight it wasn't designed to bear.

Anne Hidalgo, the mayor of Paris and Bruno Juillard, the city's elected head of cultural affairs are not taking the removal lightly. They are taking into consideration the meaning behind the site and locks and are reaching out to the public to open a discussion about alternatives.

It is heartbreaking to see a modern cultural touchstone go, but this one had unforseen safety implications that now need to be addressed.
As it has been suggested, the brass of those locks could go to a statue, or better still, into decorative pieces that adorn a renovated and restored bridge.
Perhaps even in the fashion that some parks get sponsored by "buying" a brick that is laid at a memorial. In this case, the sponsors could "buy" a brass plaque that is mounted on the restored bridge.
so sad, I remember when I first saw the bridge, from a distance, in the sun, it looked like thought the whole thing was made of glittering gold, it was so special.
I live in Paris (I'm French). They removed the locks all 6 months. Of course it's true ! It's too heavy for the bridge (built there a very long time). They do this at night mostly ;)
