Sometimes it is the most beautiful thing you can ever see, then there are the people who just make a mess instead of art! :P

noun: vandalism
action involving deliberate destruction of or damage to public or private property. Not really destruction per say but if its not your property then don't do it.
What if the owner of the buisness dosent want a giant eye on their wall?

What if questions are wonderful aren't they? What if the sky was purple? What if the ocean was red? What if the guest actually had a valid question that I didn't already answer? I already said that if its not your property then don't do it.
I could be wrong (don't know the story) but it very well could be art commissioned by the city. Detroit does this all over the place to promote creativity. Eastern market, Dequindre Cut, etc. They all have amazing commissioned pieces.
Well if the owner of the building didn't want it there then it is technically vandalism no matter how beautiful. If the person was asked to do it then its a mural.
We actually wrote a piece about this in school. There wouldn't be any vandalism if before doing this we ask for permision or as one article wrote ''We could draw freely if someone would give us a place for that. Like an abandoned building''. The problem is that many people who paint like this wants to be cool and paint like 3-year-olds. One painter of this kind advised to first practice on paper and when you think It's good enuf, take It to the streets!

Without permission: Vandalism
Not a hard concept to grasp.
