Yes and its why you shouldn't plug your nose when you sneeze. What happens is the lining around your brain gets ruptured so the fluid that your brain is suspended in starts leaking out of your nose but the fluid is clear and can has a similar consistency of snot. So it seems like you constantly have a running nose.

It's called csf rhinorrhea. Yes, it is a real thing and it usually happens if you break your nose high up and break the crista galli. This small piece of bone can puncture the dura mater around the brain and cause csf to drain though the nose.
