Batman has no jurisdiction there

I read about this somewhere. Apparently that is an old Japanese man who rides around dressed as Batman. He started doing that after the earthquakes a few years ago. He does it because it cheers people up to randomly see Batman riding around the streets.

Fun fact Bruce Wayne did go to japan in a few occasions both in cartoons and comics.

Batman punches all villains, regardless of nationality.

That does not look like a comfortable position.
