Looks like it's outside a school, and some school (like in Australia) have dress codes where you have to wear a polo, but you can pick the color, or a skirt/shorts.

Most Australian schools have a set uniform and I live in Australia and have never heard of that

Some wear a hat some don't. Different type of t-shirts. Different type of shoes. Different type of socks. Where do you see the "same" dressing? We also don't have all these options girls have. We either wear casual, or athletic. You have dresses skirts leggings tights jeans and many more options.
