they might not think in a language, but rather a system of sounds that they think would accurately describe an object...but then they would learn to read
A blind friend of mine claims he sees vivid shapes and bright colors in his dreams, and he hears the voices of people he knows with those shapes, so he associates these weird abstract images with everybody like we do with a face.

Depends, is he born blind or did he become blind at a later age?
You can think without words, you know. Children do that before they learn to speak. It's strange and I couldn't explain it, but I remember thinking like that when I was very young.

As a deaf individual, I think in images/ pictures, English (or any language that I read in), and/ or sign language.
Yes and no. It depends on how early (or late) the communication skill is developed, including writing and reading.

And, to add, most of deaf people are visual AND kinesical (tactile) with how we learn and process information. If this helps and I hope that I wasn't being a Captain Obvious. :)
ASL, duh!! I know a bunch of Deaf people. If they learned Sign Language growing up, meaning they're exposed to an adequately language-rich environment, they pick up language just like everybody else. And yes, they do too have "the voice in your head", it's in ASL! ASL is a true and complete language. They dream in ASL, they experience life in ASL, their language is ASL, just like yours is English.
If you are blind, what do you dream of?
Here's a video of him explaining dreams:
