Well they do get together at the end of the first book. I tried reading the second book and it was literally all about "Peeta vs. Gale", so I stopped. So I don't know about the movies, but the first book is a romance, I think.

Not every romance comes from soap opera-like situations. The deepest and strongest relationships are formed in war, because you indure the horrors and share the victories together. Dragon Age taught me that.
