We do this by majority rules. If there is more women in the house, the seat goes down. More men, and the seat goes up. If there's an equal amount, it's either way.
We always have the lid down now that there are children in the house. It even has a "lock" on it. I've discovered that this is a really good way to stop from overindulging (you know, besides kids) in alcohol, as I've had a few close calls already.
Putting the whole lid down is the solution. But the reasoning behind the seat down even without the kid is that men stand and face the toilet. Not that hard to lift the seat. Women are facing away from the toilet, don't always remember to look, and have to do a weird side bend whilst looking behind them to put the seat down. Also, our urethras are shorter, so we have to pee more often.
for the record, you should always keep the seat AND the lid down, for hygiene reasons.
