The benefits of a damper in a building

The second one's good if you don't want things falling over, but the first one's awesome if YOU WANT A HELLA GOOD RAVING DANCE PARTEH!!!!

The thing is, is that dampeners like that can actually prove to be counterproductive in some cases... causing the building to sustain more damage rather than flexing.
What should really be done is to build them base isolated.
