That would be The Flash from DC comics and this rendition of him would be Wally West, the 3rd person to be the Flash. He can run fast, very fast, like light speed fast. That plus he (The Flash in general) learns to be vibrate his molecules and all this other crazy stuff "speed" related.

He was referencing the episode where Lex and Flash swap bodies, and Lex decides to find out who the Flash is, only to realise he has No idea who he's looking at.

@zineope Actually,for the Flash to go at light speed,it would be extremely difficult.He has about four times maybe,but each time he does it,he might be sucked into what gives him his powers,the Speed Force.Once,he was pulled out of it.
