It's a problem because they are not intentionally trying to look that way for attention. I remember getting in trouble at school and on the job because of this. It's humiliating.
It's even worse when you HAVE to wear those shirts as part of your uniform, but they have no shape. It can either fit in the chest, waist, or hips, but never all 3 :/
At our school, they don't get you for cleavage but they do get you if your bra strap is showing. Also, shoulders?? Do guys have like a universal shoulder fetish or something I was not made aware of?
I got dress coded the other day because my dress was "too low cut" and I was showing too much cleavage. I am on the small side of a b cup. When one of the administrators pulled me aside out of the hallway and told me I looked down and said "how?!"

No, the most annoying thing is when girls buy and wear clothes that are too small, and then complain when they don't fit. There is a very simple solution.
If you look lower you can see it's actually loose on her waist and tight on her bust. The only way to get a form fitting shirt that's an acceptable tightness is to get a large one and resew it.
But then again, I'm a guy.
2. Wear an underwire shirt bra. No cup. good ones will still give good support without adding extra layers.
