Someone really didn't think this out at the JFK memorial

What is wrong with it?

Looks like crosshairs on a sniper scope.

Plus if my history is up to speed that is just about where he was shot.

Why would simplydinosaurs need to be downvoted? They could not live in America and not focus too much on history, and simply want to know what the problem was.
