The ">" symbol before each line is supposed to be a quote - on 4chan, you are meant to use them to quote other users. However, this has been adapted into a form of storytelling. Greentext stories are commonly found on the imageboards /b/, /r9k/, or /fit/. There is a dedicated subreddit for greentext stories, known as r/greentext.
