Its actually from a movie called Wrongfully Accused. It was similar to the naked gun, but it was a parody of the movie The Fugitive.

It also stared Leslie Neelson and if you've seen the fugitive, the killer in wrongfully accused had 1 arm, 1 leg, and 1 eye rather than just 1 arm.
