this is because they don't have to recreate an entire new character, yes it's the same, but also, the tree that is in Toy Story 2 where the toys are left, is also the tree in a Bugs Life, many things are recycled within pixar

Maybe its one of the reasons, but I rather think that they are part of the many easter eggs left by Pixar.

They are Easter eggs. Pixar cuts corners on nothing. They leave these for us to find which makes it even more fun.
